Equity subsidy for PUV drivers doubled

The Department of Transportation (DOTr) has agreed to double the Php 80,000 equity subsidy for every operator who decides to join the Public Utility Vehicle Modernization Program, with retroactive effectivity.

DOTr Secretary Arthur Tugade signed the official order to amend a provision in Department Order 2018-016 to address the affordability of  new PUV units, as well as the ability of participating drivers and operators to create sufficient income.

The Department will be granting the existing PUV operators with valid franchises an amount worth P160,000 as a subsidy per PUV unit instead of 80,000.

New operators who are applying for new developmental routes under the Omnibus Franchising Guidelines, along with those who applied from July 31, 2018, are also included in the said allocation.

"Retroactive ho ito. Ang ibig sabihin, kahit na nakakuha na ng previous amount, makukuha pa din ho ng driver o operator 'yung balanse," he emphasized.

Land Transportation Franchising and Regulatory Board (LTFRB) Chairman Martin Delgra welcomed this development, allowing more PUV drivers and operators to take part in the PUV Modernization Program. 

The LTFRB Chairman said, "More PUV operators and drivers can now participate in the PUV Modernization Program as they are assured of access to loans especially from government-run banks. We are assuring our PUV drivers and operators that the DOTr and the LTFRB are always here to support their movement towards modernization.”

Tugade stated, “Habang sumusulong tayo patungo sa pagbabago, ito ‘ho ang paraan namin para sabihing kaagapay ninyo kami sa Kagawaran ng Transportasyon. Contrary to the statements of other critics, we are here to assist and hear the concerns of all stakeholders. Especially now that we are gearing to a future wherein modernization will greatly benefit everyone, kailangan 'ho natin ito.” 

The Department focuses on providing assistance to drivers and operators as they transition to modern PUVs. According to Secretary Tugade, the expansion in equity subsidy is a strategy to help the people participating in the PUVMP while the country gradually undergoes to the “new normal” situation during the pandemic.
