LTFRB to Now Allow Pets in PUVs
The Land Transportation Franchising and Regulatory Board (LTFRB) previously only allowed fowls in carriages to be transported in public utility vehicles (PUVs) as stated in Paragraph 24 of its Memorandum Circular (MC) 2011-004. However, the agency recently amended the said paragraph as it now allows pet animals inside the PUVs provided that they meet the following criteria:
1. The animals must be put inside carriages/cages and placed at the designated animal compartment of the PUV should there be passengers inside the PUV;
2. If there are no passengers, pets may be allowed to be carried by the owner so long as the animal is free from foul odor and that the owner maintains the animal's cleanliness and sanitation, taking into consideration the next riding passenger. Further, the animal's owner shall be responsible for the damages that the animal may cause, including the cleaning and sanitation of the PUV as may be neccessary; and
3. The safety, covenience, and comfort of the passengers shall not in any way be sacrificed.
The amendment to Paragraph 24 of MC 2011-004 was signed by LTFRB Chairman Martin Delgra III on April 15, 2019 and shall take effect immediately following its publication in a newspaper of general circulation.
