MANILA: The Department of Energy (DOE) has allowed the use of Euro 2 fuels as a contingency measure to ensure that the fuel supply Philippines remains sufficient while allowing limited flexibility.

    As stated in Department Circular DC2026-03-0010 dated March 19, the temporary use of Euro 2 fuels will be allowed on vehicles 2015 and earlier, traditional jeepneys, as well as in industrial applications — among others.

    To preserve product integrity and prevent possible misuse, downstream oil industry participants must segregate Euro 2 and Euro 4 products in terms of storage, transport, and retail systems. They also need to notify the DOE (through the Oil Industry Management Bureau) and identify the outlets that will sell Euro 2 fuels.

    Fuel stations and retail outlets also need to post clear and prominent advisories that they are offering Euro 2 products and consumers must verify vehicle compatibility before use.

    Further, random product sampling and testing across downstream oil facilities will be conducted. Those who will be found non-compliant with the prescribed quality specifications will be slapped with penalties under existing laws, rules, and regulations.

    The measure was adopted after consultations involving oil and automotive industry players held from March 16-18.

    Relatedly, the Truck Manufacturers Association expressed its worry over the implementation of the measure, saying that it needs to be carried out with “utmost caution, supported by clear guidelines, proper safeguards, and comprehensive public information.”

    In a statement, the truck distributors’ group noted that vehicles compliant with Euro 4 emissions standards are highly sensitive to fuel quality, saying that products with high sulfur levels may negatively impact engine performance, durability, and emissions systems.

    According to TMA, the public must have “clear and accessible information” on how to determine vehicle compatibility with Euro 2 fuels — including distinctions between the aforementioned crude oil type and those that meet Euro 4 standards.

    “While the introduction of Euro2 fuels may be necessary as a temporary measure, TMA strongly advocates that such implementation be time-bound, closely monitored, and aligned with the country’s long-term direction toward cleaner, more efficient, and environmentally sustainable fuel standards,” the organization stated.

    Earlier, the House of Representatives  is fast-tracking a proposal that would suspend the mandatory biofuel blending requirement on crude oil products locally.
