Ex-LTO Chief Says Fraud Charges can be Slapped vs. “Fake” 400cc Motorcycles

Former Land Transportation Office (LTO) chief and current Toll Regulatory Board (TRB) traffic and safety consultant Albert Suansing on Thursday said that fraud charges await those who have erroneously put the wrong information on their vehicle's certification of registration issued by the LTO.

In an interview, Suansing said that both the motorcycle owner and LTO personnel who issued the wrong information on the certification of registration can be charged with fraud, saying that the rule must be enforced properly.

Many motorcycles being sold in the country are badged with 400, claiming that they are 400cc in engine displacement, but in reality, don't meet  the 400cc engine displacement standards.

The former LTO and Land Transportation Franchising and Regulatory Board (LTFRB) chief said that the basis of the enforcers for apprehension is what is written in the LTO registration.

"The law clearly states that those that are allowed to use the expressways are those with engine displacement 400 cc and up. Writing the wrong information on that (the certificate of registration) is a fraudulent act," he explained. "Pag nahuling mali ang nakalagay sa rehistro, pwede kasuhan ang owner ng motor at yung taga LTO, kasi panloloko yun, (If the error is spotted in the registration, charges can be filed against the vehicle owner and the LTO personnel because what they're doing is fraudulent.")
