LTO to roll out intensified campaign vs. 'unsafe' vehicles

MANILA: The Land Transportation Office (LTO) is eyed to launch an intensified campaign against motor vehicles that are unfit to be operated on Philippine roads.

  • LTO Chief, Assistant Secretary Atty. Vigor Mendoza II said in a statement that the aforementioned initiative will be conducted alongside the stepped-up operation versus unregistered motor vehicles and those with expired licenses.

    “We are already finalizing our campaign plan and coordination with concerned agencies in implementing the intensified campaign against motor vehicles with expired registration and those unsafe and unfit motor vehicles on the roads,” Mendoza was quoted as saying.

    A memorandum (dated June 16) was already issued, detailing the guidelines of the operation against units that have delinquent registrations and those that are unsafe to be driven.

    Per the LTO chief, the operation is eyed to be carried out by August 2025.

    “This should serve as a notice to motor vehicles to comply with your obligation to keep the registration of your motor vehicles updated otherwise it would need to go to a more stringent process before renewal,” he warned.

    Motor vehicles with expired registration will be impounded until they are registered after undergoing roadworthiness inspection. Aside from that, a P10,000-fine has to be settled in accordance with the Joint Administrative Order 2014-01 and Republic Act 4136.

    Unsafe motor vehicles shall also be impounded until all requirements are met.

    “For enforcement purposes, this includes vehicles with clearly defective parts such as broken windshields, exposed or hanging parts, bald tires, excessive emission, or major visible structural damage,” the memorandum stated.

    According to Mendoza, the several fatal road crashes incidents in the past can be attributed to defective vehicle parts and accessories.

    In a statement, the LTO noted that the current administration is actively pushing to reduce road crashes in the country by at least 35 percent until 2028 under the Philippine Road Safety Action Plan.

    Based on the data of the World Health Organization, around 1.3 million people die in road accidents around the world while between 20 million to 50 million are injured, including injuries that result in disability.

    UN data shows that in the Philippines, an average of 32 persons die every day because of road crashes.

    “Road safety is a matter of life and death. On the part of the LTO, we are actively pursuing preventive measures through interventions to keep all road users safe,” Mendoza stressed.

    “And included in this is our campaign against these kinds of vehicles. So we appeal to delinquent motor vehicles to do the right thing dahil kaligtasan ninyo at ng inyong mga mahal sa buhay ang nakataya dito (because your safety and that of your loved ones are at stake here).”
