There's Hope Yet for Angkas as House Approves Legalization
Motorcycle ride-hailing service Angkas scored a major victory as the House of Representatives passed a bill authorizing the Land Transportation and Franchising Regulatory Board (LTFRB) to allow the use of motorcycles as public utility vehicles (PUVs).
House Bill 8959 or the 'Motorcycles-for-Hire Act,' which consolidated six legislative proposals, defines motorcycles-for-hire as any two-wheeled motor vehicle registered with the Land Transportation Office (LTO) as a PUV, with the purpose of transporting passengers and goods.
The bill was sponsored by Catanduanes Rep. Cesar V. Sarmiento and authored by Reps. Raul del Mar (LP, Cebu); Rozzano Rufino Biazon (PDP-Laban, Muntinlupa City) and Pedro Acharon (NUP, General Santos City).
The bill also requires operators to provide insurance coverage for rider, passenger, and third party.
