Traffic Offenders Beware: Software Can Now Catch Your Violations 24/7

Days of easily violating traffic rules and eluding traffic enforcers are drawing to an end. The De La Salle University (DLSU), together with Emerging Technology Research and Development (PCIEERD) launched CATCH-ALL, a software that can detect traffic violations on a 24-hour basis last May 2017.

The software, which stands for Contactless Apprehension of Traffic Violators on a 24-Hour Basis and All-Vehicle Detection System, uses driver’s behavior to detect violations on the road.

Project Leader Dr. Elmer Dadios explained that traffic congestion is due to two things: (1) vehicle volume, and (2) behavior-based congestion. The latter is what CATCH-ALL can help solve.

How CATCH-ALL Works

CATCH-ALL operates by using a smart camera or low-cost IP camera to capture a moving vehicle. The software profiles and checks the license plate and analyzes for traffic violations. Once it detects an offense, it will feed the car profile, plate number, violation, and date and time of violation to its real-time video outdoor LED screen.

CATCH-ALL can detect traffic violations and "contactless apprehensions" such as:
  • Vehicle detection and tracking
  • Plate number localization and recognition
  • Vehicle profiling (class and color)
  • Number coding violation detection
  • Beating the red light detection
  • Swerving detection
  • Over-speeding detection
  • Traffic violation information system

Points of Implementation

The City of Manila, PCIEERD, and DLSU plan to create a Traffic Discipline Zone in Manila that stretches from Taft Ave. to Singalong Ave. along Estrada St. beside DLSU. Currently, the software is now being tested around the city, in coordination with Manila Traffic and Parking Bureau.

In time, PCIEERD Executive Director Carlos Primo David hopes that the technology will be replicated by other cities to curb traffic congestion. They’re also looking into partnering with the LTO and MMDA so it can be enforced nationwide.

Huge Potential to Solve Traffic

Julio Galang, representative for Manila Traffic and Parking Bureau, sees how the system can detect violations that may otherwise be overlooked by traffic enforcers. The City of Manila also sees its potential as a way to solve traffic problems in the country.

Aside from CATCH-ALL, the DLSU team also proposed an "in-vehicle traffic violations detection for public utility vehicles", such as taxis, buses, and jeepneys as another way to solve traffic and vehicular accidents on the road. This software can detect drivers who are not wearing seatbelts, or those who are texting while driving and driving under the influence.
