Improvised license plates usage guidelines still suspended ‘until further notice’, LTO clarifies

The Land Transportation Office (LTO) clarified that the implementation of two memoranda pertaining to the use of improvised plates are still suspended “until further notice.”

In a statement, the agency shared that the clarification was released after learning about the concerns of motorists asking for updates about the implementation of  Memorandum Circulars VDM-2024-2721 and VDM-2024-2722.

To note, Memorandum Circular VDM-2024-2721 establishes the guideline on the use of improvised plates for motor vehicles and motorcycles while VDM-2024-2722 is about the implementation and requirements for the participation in the motorcycle taxi pilot study.

Last September, LTO Chief Assistant Secretary Atty. Vigor Mendoza II issued a memorandum that suspends the implementation of the two memorandum circulars — giving vehicle owners more time to obtain their respective license plates.

Mendoza also ordered motor vehicle dealers to expedite the release of license plates.

In line with the directive, LTO regional and district offices also started the door-to-door and free delivery of license plates.

Meanwhile, Mendoza again issued another memorandum circular that reminds all LTO regional directors and other officials about the extended suspension of the two circulars until further notice.

“In the best interest of the service and to give the motor vehicle and motorcycle dealers an ample time to have the plates distributed to the respective owners, the Memorandum dated 02 September 2024 entitled ‘Deferment of Memorandum dated 30 July 2024 re Deferment of Implementation of Memorandum Circular No. VDM-2024-2721 and Memorandum Circular No. VDM-2024-2722’ is hereby extended until further notice,” the November 27 memorandum circular stated.
