LTO releases initial batch of license plates for motorcycles

The Land Transportation Office (LTO) has released the first batch of the new license plates for motorcycles (MC).

The ceremonial distribution for the initial batch was released by the LTO-National Capital Region West (LTO-NCR West), led by Regional Director Atty. Clarence Guinto, Assistant Regional Director Roque Verzosa III and OPD-NRU Chief Hanzley Lim.

The news motorcycle plates are compliant with the requirements stated in the Republic Act (RA) 11235—also known as the Motorcycle Prevention Act. The plates have new safety features such as RFID sticker, QR Code and reflectorized sheeting.

As of August 24, 2020, the LTO-NCR has yet to meet the total backlog of 1,386,895 motorcycle plates. Of the said backlog, 235,262 motorcycle registration transactions were already forwarded to the Central Office Plate Manufacturing Plant (CO-PMP) for plate production—covering 2018 MC registration only.

Guinto, in his speech, said that at their office alone, they already have 70,000 motorcycle license plates that will be distributed immediately.

According to the LTO-NCR Facebook page, the issuance of the new license plates comes after the Implementing Rules and Regulations (IRR) were issued last May.

The new license plates issuance faced hurdles back in 2016 after the Supreme Court issued a Temporary Restraining Order (TRO) in 2016. Also, the Commission on Audit (CoA) issued a Notice of Disallowance (ND) on the LTO Motor Vehicle License Plate Standardization Program (MVLPSP), which prevented the LTO from releasing plates to their registered owners.

The said orders from SC and COA were lifted in 2018.

Further, Guinto said that they were given assurance by the Central Office of the continuous supply to meet the around 1.4 million backlogs in Metro Manila.

The CO-PMP is able to build and 7,500 MC plates daily.

“Moreover, just like for motor vehicles, the MC robotics will soon be available on December 2020, which can manufacture 450 plates per hour. With the said new machinery, LTO is optimistic that we can address the backlog on MC plates at the soonest,” the LTO NCR stated in it post.

In addition, the office also claimed that that LTO NCR-West will be launching a Moving Forward Project that would release the OR/CR for the motorcycles bought in September this year, simultaneously with the new license plates to the respective dealers in their bid to cut the backlog on MC plates.
