Manila City gov't fields more traffic enforcers on the road

Manila NCAP TRO

The Manila City government announced that it will also field more traffic enforcers on the road after the Supreme Court suspended the no-contact apprehension policy (NCAP) last August 30.

KEY TAKEAWAYS

  • Who announced that the Manila City shall comply on the temporary restraining order against the no-contact apprehension policy?

It was Manila City mayor Honey Lacuna-Pangan who said that the city will comply to the high court's order.
  • What will the Manila City government do to ensure safety of the public on the city's roads?

The Manila City government shall deploy more traffic personnel to man the city's roads.
  • Although complying with the order from the high court, Manila Mayor Honey Lacuna-Pangan cited in a statement (which was posted over Manila Public Information Office Facebook page) the benefits that the contactless apprehension program brings to the city’s residents and motorists.

Lacuna pointed out that the NCAP has been very effective in keeping the number of traffic violations low while instilling discipline to motorists and preventing vehicle gridlocks.

    Manila City Mayor Honey Lacuna-Pangan

Bagamat naniniwala tayo na maraming magandang nadulot ang NCAP sa daloy ng trapiko at pagsasa ayos ng disiplina sa ating Lungsod, ang Pamahalaang Lungsod ay susunod sa alituntunin ng Korte Suprema at handa sa pagpapahinto ng NCAP sa Maynila (Although we believe that the NCAP has brought many good things to the flow of traffic and discipline in our City, the City Government will follow the guidelines of the Supreme Court and is ready to stop the NCAP in Manila),” Lacuna said in a statement.

Lacuna noted that based on a Metro Manila Accident Reporting and Analysis System report, the number of fatal and non-fatal injuries due to traffic accidents went down by 47 percent in 2021 after the NCAP was enforced in the city.

Further, she said that the Manila Police District data on the number of recorded road accidents reflected a 62-percent drop after the policy was employed.

Moreover, the Manila City mayor mentioned that the number of recorded traffic violations also decreased by 90 percent based on the daily average recorded per traffic camera in the city.

Lacuna said that available pieces of evidence prove that NCAP has been a huge success in keeping traffic flowing smoothly with less accidents and fewer traffic violations.

Furthermore, Lacuna assured Manila residents and motorists that despite the restraining order, the Manila Traffic and Parking Bureau will continue to strictly enforce traffic regulations to maintain order, discipline, and safety along the roads.

The Metropolitan Manila Development Authority and the Valenzuela City government also announced that they will also deploy more traffic personnel.

Earlier, LTO Chief Teofilo Guadiz III ordered for the creation of a technical working group to discuss issues revolving around NCAP
