MMDA NCAP system now with text-message, email notification feature

MANILA: Motorists may know if they have violated any traffic rules under the No Contact Apprehension Policy (NCAP) as they could soon get a  real-time short message service (SMS; commonly known as text message) and email notifications from the Metropolitan Manila Development Authority (MMDA).

    "A key feature of this initiative is that vehicle owners will receive notification via SMS even without an internet connection so that immediate action may be taken as soon as they are notified and for their convenience," Artes shared.

    Further, the NCAP’s new feature — made in partnership with a telecommunications company and the Land Transportation Office (LTO) — includes a cost-effective and faster way for the government agency to inform vehicle owners regarding traffic violations.

    Under the process, as soon as NCAP has verified and validated the traffic violation, motorists will receive real-time notifications via both text message and email.

    For SMS, the sender of the notification is “MMDA_NCAP” and it does not use a cell phone number while the official sender for email “no-reply@mmda.gov.ph”.  

    Relatedly, the MMDA chair warned the public for suspicious messages to check the sender’s information as both information platforms will not send any payment links to prevent possible scams.

    The vehicle owners' contact numbers and email addresses come from the records registered under the LTO's Land Transportation Management System (LTMS).

    Further, vehicle owners are advised to update their records in the LTO LTMS to ensure they receive notifications.

    “Also, vehicle ownership should be up-to-date; transfer of ownership should also be processed immediately. A result of “No Record Found” status does not necessarily indicate the absence of traffic violations, as the mayhulika.mmda.gov.ph website shows only traffic violations under NCAP,” the MMDA noted.

    To recall, it was only last month when the MMDA launched “May Huli Ka 2.0”. This web-based platform lets vehicle owners check for possible traffic violations by entering their plate or conduction sticker numbers and their motor vehicle file numbers.
