Department of Transportation (DOTr) Secretary Jaime Bautista has appointed Attorney Mercy Paras Leynes as Land Transportation Franchising and Regulatory Board’s (LTFRB) new Officer-in-Charge-Chairperson.

KEY TAKEAWAYS

  • What roles will Leynes perform as LTFRB’s OIC-Chairperson?

As LTFRB’s OIC-Chairperson, Leynes will perform and discharge all the functions and responsibilities of the office.
  • Why was Guadiz suspended by Marco Jr.?

Guadiz was suspended due to allegations of corruption.
  • Leynes, the agency pointed out, “shall perform and discharge all the functions and responsibilities of the office, unless otherwise earlier amended or superseded.”

The said appointment follows the suspension of Attorney Teofilo Guadiz III who has found himself in hot water over allegations of corruption

Allegedly, Guadiz received “grease payment” from a UV Transport group representative as well as a person applying for a Grab franchise.

On that note, President Ferdinand Marcos Jr. was prompted to order his suspension.

Kagaya nga po ng dati na nating ginagawa, patuloy po nating aayusin at titiyakin na mananatili tayong patas sa paglilingkod sa ating mga stakeholder (As we have always done, we will continue to fix and ensure that we remain fair in serving our stakeholders),” Guadiz stated, noting that the agency will cooperate with the government in the probe against corruption.

"As of this morning, nasa opisina naman ako at wala pa po akong nalalaman na anumang opisyal na inihain laban po sa atin pero kung mayroon man, haharapin naman po natin ito dahil malinis po ang ating kalooban (As of this morning, I am in the office and I am not yet aware of any official charges filed against us, but if there is, we will deal with it because our will is clean),” he added.

The agency also said that it will remain an ally of the people in the fight against any kind of corruption.

LTFRB has an ongoing campaign to combat corruption such as the use of fixers, the implementation of the “cut-off system” and noon-breaks, and other schemes that are prohibited under the Anti Red Tape Act in accordance with Republic Act 11032.
