LTO eyes full utilization of LTMS starting Q3 2023
The leadership of the Land Transportation Office (LTO) said that the agency is set to fully utilize the Land Transport Management System (LTMS) within the third quarter of 2023.

Once all the data has been migrated to the one that Dermalog is currently using, the LTO shall remove the old system and will only use LTMS.In a statement, the LTO said that full utilization of the aforementioned program is expected to be this coming August in its bid to fast-track the delivery of the agency’s different services that will benefit the public.
During the deliberation by the Committee on Transportation at the House of Representatives, LTO Chief Assistant Secretary Jose Arturo Tugade shared most of the services offered under the LTMS are already at 100 percent, particularly the driver’s licensing system, of motor vehicle inspection and registration system (MVIRS), the law enforcement and traffic adjudication system, revenue collection system, Portal (front-facing application used by the general public), online application and appointment system, and executive information system (EIS).

He also said that the LTO has already released a memorandum circular directing the exclusive use of LTMS for the renewal of the MVIRS to prevent the overlapping of systems. Also, settlement of traffic violations through the law enforcement handheld mobile devices will be available by April 30.
Further, the agency said that it is pilot testing the new registration module for the MVIRS in three new registration unit (NRU) sites. Per LTO, it will become available to all 51 sites in the country starting by the end of July this year.
Tugade noted that while there are several modules in the LTMS that are still being completed, the agency will make sure that its full utilization is done by August of this year. From there, the transactional data from the old system of Stradcom will be migrated to the Department of Information and Communications Technology and then transferred to the agency’s current provider Dermalog.
“Once this is complete, the old system will be removed and the LTO will only use the LTMS,” he said.
Tugade guaranteed that “all regional directors are aligned with the agency’s mission” after being asked by the committee on the issue of some regional directors reportedly being uncooperative in the acceptance of the LTMS.
