    Anyone who owns a laptop/desktop/tablet/smartphone can use the LTMS Portal to transact with LTO from anywhere, anytime. However, there are a few individuals for whom the portal is very useful and who are mostly registered here. The list includes -

    • Existing driver’s license holders (both Filipino and alien residents in the Philippines)
    • First-time applicants for driver’s licenses (both Filipino and alien residents in the Philippines)
    • Franchise holders
    • Public transportation fleet managers
    • Companies with businesses related to transportation
    • Medical clinics
    • Driving schools
    • Manufacturers, Assemblers, Importers, Rebuilders, Dealers, and other Entities (MAIRDOE)
    • Diplomats
    • Tax-exempt individuals
    • Government agencies

    • Returning residents under the no-dollar importation

    LTMS portal online account registration process is pretty straightforward. However, it has a few prerequisites like -

    • A strong Internet connection
    • Valid email address
    • Active mobile number
    • Desktop, smartphone, laptop, and tablet
    • Information requirement by a license holder: Full name, gender, birth date, driver’s license number, license expiry date, mother’s maiden name, complete address, medical information, and emergency contact details
    • Information requirement by an alien resident: Alien certificate of registration number, nationality, and ACR expiration date

    LTMS Portal registration Step-by-step instructions

    Step 1: Visit the LTMS portal homepage

    Step 2: Click on the ‘Register Now’ tab

    Step 3: Next comes the terms of agreement page, read it thoroughly, and if you are satisfied, check the ‘Yes, I Accept’ tab, enter the security code, and click ‘Next’

    Step 4: Now, you’ll have to choose the registrant type: individual or organisation. For the former click, ‘Enroll as an individual’, and for the latter, choose ‘Enroll as an organisation’

    Step 5: Next, you’ll be asked a yes or no question, such as, ‘Do you have a Philippine Driver’s or Conductor’s License?’

    • If the answer is Yes, you’ll have to provide the following information - License number, expiry date, OR number, and nationality. Once done, click the Next tab. Depending on whether you are a first-time Filipino applicant or an alien resident, you’ll need to provide several pieces of information. For instance, the former needs to fill in their name, birthdate, and mother’s maiden name; the latter needs to mention nationality, expiry date, and alien certificate of registration number. Once all is done, click Next.
    • If the answer is No, you’ll have to provide a separate set of information, but first confirm your nationality and click Next. Like above, first-time Filipino applicants and alien residents need to provide a respective set of information. Once all is done, click Next.
    • Provide your contact details, e-mail address & mobile number; click submit

    Step 6: Check your inbox, as you will get a verification link, which needs to be clicked

    Step 7: Provide the required information (address, medical & general info, and emergency contact)

    Step 8: Portal will assign you an LTO client number or username), which will be a 15-digit number; the password will be sent to you via mail

    Step 9: Access your LTMS account (using the username & password)
