PBBM appoints new MMDA GM, deputy chair

The Metropolitan Manila Development Authority (MMDA) now has a new general manager and deputy chairman.

President Ferdinand Marcos Jr. has assigned retired Police Colonel Procopio Lipana as the new MMDA General Manager and Frisco San Juan, Jr. as the agency’s Deputy Chairman.

In a statement, both Lipana and San Juan (who were appointed on November 11 and 16 respectively) expressed their gratitude for the Marcos’ trust and confidence in them. The two newly-hired men also vowed to support the programs to be initiated by MMDA Chairman Atty. Romando Artes that will benefit Metro Manila and its residents.

“The MMDA has so many diversified tasks pursuant to its mandates- traffic management, flood control, land use and urban renewal, and public safety, among others. The directive of Chairman Artes is to improve and maximize the agency personnel's visibility particularly on major thoroughfares,” Lipana — who replaced Engr. Baltazar Melgar — said during the agency’s flag raising ceremony earlier today.

Meanwhile, San Juan said that he is delighted to return to MMDA.

“With my appointment as Deputy Chairman again, I will continue to serve the public by ensuring that the agency provides quality services in line with its mandates” he said.

Prior to their latest roles, Lipana was a member of the police force for 34 years while San Juan already served the MMDA during the term of former President Rodrigo Duterte.

Before MMDA, Lipana was the Projects and Program officer of the Market Development and Administration Department (MDAD) of the Local Government of Quezon City. He also served as Deputy District Director for Administration and District Directorial Staff Chief at Quezon City Police District (QCPD).

Meanwhile, San Juan has served as the MMDA Deputy Chairman and General Manager from 2016 to 2022. Before his appointment at MMDA, San Juan also became the Vice Governor of Rizal Province from 2009 to 2016.
