LTO Student Driver’s License Requirements Philippines 2017- UPDATED

Earning a driver’s license in the Philippines can be an exciting time for first-time applicants. After all, a driver’s license is an important document that can empower an individual with certain abilities and responsibilities. For starters, you can use a driver’s license as proof of identification that allows you to conduct certain transactions, as many agencies and establishments will only accept a government-issued ID before you can do business with them.

However, the most important role of a driver’s license is that it gives you the freedom to own and drive a car. At the same time, it also shows people that your driving skills are at a level necessary to ensure the safety of your fellow drivers on the road, as well as your own. So before you can drive on Philippine streets, you will need to obtain a driver’s license from the Land Transportation Office or LTO.

Driver’s License for First Time Applicants

The LTO grants three types of driver’s license, namely—student’s permit, nonprofessional, and professional. The student’s permit is the type of license granted to first-time applicants. Student’s Permit holders may then upgrade to a non-professional license after one month or a professional one after six months.

 LTO Student’s Permit Requirements 2017

The LTO recently raised the minimum driving age for minors, from 16 to 17 years old. With that in mind, here are the three requirements that an applicant must meet before he or she can qualify for a student’s permit in the Philippines:

  • Be at least 17 years old.
  • Be physically and mentally fit to operate a motor vehicle.
  • Be able to read and write in Filipino or English.
  • Must not be a drug user and/or alcoholic.

If you meet these criteria, you may then accomplish the following documents and submit them to the LTO location most convenient to you:

  • Two copies of your birth certificate (one original, one photocopy)
  • Taxpayer’s Identification Number (if employed)
  • Filled out driver’s license application
  • Marriage certificate (if female and married)

If you are under 18, you will need to include a parent or guardian’s written consent along with any valid proof of identity. If a parent or guardian is unavailable, you may obtain a written consent from a notary public or lawyer.

Student Driver’s License Application Procedure

  • Step #1: With your complete student driver’s license requirements, go to your nearest LTO branch or office and proceed to the customer service window. Get your number and wait for it to be called.
  • Step #2: When they call your number, head to the evaluator counter and hand over all your requirements. The evaluator will check these for completeness and authenticity. Once verified, you will be asked to sit down and wait for your name to be called again.
  • Step #3: When your name is called, you will be directed to a booth where your photo and signature will be taken.
  • Step #4: Pay all the fees at the cashier and obtain an official receipt.
  • Step #5: Present the receipt at the releasing counter and obtain your student driver’s permit.

Keep in mind that LTO requires you to appear neat and presentable when you are inside their premises. Wearing of sando, shorts, and slippers are strictly prohibited, most especially during photo-taking and examinations.

Student Driver’s License Fees and charges

There are three types of fees and charges involved in a student driver’s permit application. These are:

  • Application Fee – P100.00
  • Computer Fee – P67.63
  • Student Permit Fee – P150.00

Adding these up, the total cost of your fees will be P317.63. Be sure to bring exact change to avoid delays at the cashier.

Important Tips

  • Always check for the directions to get to your nearest LTO branch by researching it on Google Maps or asking for directions from friends and relatives. Before leaving your home, check if you have all your student driver’s license requirements with you.
  • Bring your own ballpoint pen, as some LTO locations will not provide you with one. And be prepared with extra money for lunch and water to hydrate yourself. Though the process of obtaining a student driver’s license has been sped up considerably with LTO’s latest updates and improvements (some are saying it can now be done in under 30 minutes!), you never know when an issue could arise that could make the process take longer than it should, especially if more people are also applying for their license.
  • Deal only with LTO officers inside the building. People outside the office offering you help may be fixers who are trying to extort money from you in exchange for fast-tracking your application. If you have a question, simply approach the information desk.

    Hi, I filed for a student license and i was so confused about , medical exam amounting of 200 pesos, surprisingly they just test my 20/20 vision and if my hands and feet are complete, and thats it.. it 200 pesos.. is it legal?

      I have a tita want to apply for a student license , but she doesnt have a NSO birth certificate, however we request it already and recieve a certification of negative birth certificate, so we need to know what is our second option, my tita need to get a license immediately we dont have time to return her birth place to fix that, hope you will give us answer thank you!

        i had a student license before however i failed to get/apply a non-pro and i believe it has this expiration after 1 year, if you fail to apply for a non-pro within the year. You have to get another student license. Is that true?

    LTO on Kalentong said that when i apply for Student Permit Only-they require a medical?!? They told me that there was a memo of this. But when i talk to same people who applying a student permit too. They said its not necessary.

    I’ve claimed my student permit today! One thing to add, be ready to undergo eye examination, there they will also get your height/weight. That costs me 350pesos. Overall experience is smooth here in LTO Novaliches 35 mins excluding the medical exam. 350+318=668 total (they have no cards available… I only got the official receipt.)

    How can I get a license here in Philippines I am a U.S citizen I stay here already for 5 months but when I tried to go to the LTO they told me that I need to stayed here for a year.
