MANILA: Local chief executives in the National Capital Region approved the street parking ban on national primary roads.

    “We acknowledge that Illegal parking in public streets in Metro Manila is a major cause of traffic congestion, traffic-related incidents, hindrance to delivery of emergency and essential services, and revenue losses for business and that regulating public street parking will promote general welfare, and maintain peace and order among residents of Metro Manila,” Artes said.

    Street parking is strictly disallowed in the following roads:

    • C1: CM Recto Avenue (from Roxas Boulevard to Legarda Street);
    • C2: Pres. Quirino Ave. (from Roxas Boulevard to R10)
    • C3: Araneta Avenue (N. Domingo to R10)
    • C4: EDSA (from Monumento Circle to Macapagal Avenue)
    • C5: Katipunan/CP Garcia (Commonwealth Avenue to South Super Highway)
    • C6: Southeast Metro Manila Expressway
    • R1: Roxas Boulevard (P. Burgos to NAIA Road)
    • R2: Taft Avenue (from Lawton to Redemptorist)
    • R3: Osmeña Highway or South Super Highway (from Quirino Avenue to Nichols Interchange)
    • R4: JP Rizal (from intersection of Pedro Gil Tejeron, Manila City to P. Zamora, Taguig City)
    • R5: Ortigas Avenue (from Santolan to Imelda Avenue)
    • R6: Marcos Highway / Magsaysay Boulevard / Aurora Boulevard (from Legarda Street-Ramon Magsaysay to C5 Katipunan)

    Meanwhile, LGU may allow street parking on national secondary roads thru ordinances except from 7-10 a.m. and 5-8 p.m..

    Fire trucks and ambulances when responding to an emergency, stalled vehicles, and other authorized vehicles are not covered by the aforementioned ordinance.

    Additionally, terminals of public utility vehicles located on national primary and national secondary roads are likewise forbidden. To address this, LGU will identify locations within their jurisdictions for such terminals.

    Those who will not follow the regulation will face penalties in accordance with the Metro Manila Traffic Code of 2023. It will be operated by the newly-created Swift Traffic Action Group using body-worn cameras.

    According to MMDA, the target implementation of the regulation is before the Christmas rush season.

    Meanwhile, MMC President and San Juan City Mayor Francis Zamora said that the regulation is localized and not absolute.

    “LGUs will determine what roads where parking will be allowed which have less foot traffic and won’t cause obstruction to traffic, especially emergency vehicles,” Zamora explained.

    Joining Zamora in the meeting are Manila City Mayor Francisco Domagoso, Muntinlupa City Mayor Ruffy Biazon, Pasay City Mayor Imelda Calixto-Rubiano, Malabon City Mayor Jeannie Sandoval, Paranaque City Mayor Edwin Olivarez, Marikina City Mayor Maan Teodoro, and Pateros Municipality Mayor Gerald German.
