The Land Transportation Office (LTO) has revoked the driver’s license of the man who was identified as driver who ran over a security guard near SM Megamall recently.

KEY TAKEAWAYS

  • Who was the identified driver of the vehicle that ran over a security guard?

The Land Transportation Office identified the driver in the viral video as Jose Antonio Sanvicente.
  • What rules did Sanvicente violate?

According to the LTO, Sanvicente is liable for reckless driving and for violating Section 55 (Duty of driver in case of accident) of Republic Act 4136 when he abandoned the scene and the victim.
  • In a statement posted over Facebook, the government agency canceled the license of Jose Antonio Sanvicente, and he is “perpetually disqualified from securing a driver’s license and driving a motor vehicle” after figuring in an incident that was caught on camera and posted over social media.

As shown in the video, the driver bumped and ran over a mall guard without checking on the victim.

According to the LTO, the Intelligence and Investigation Division (IID) issued two Show Cause Orders (SCO), summoning the registered owner of the Toyota Rav4 that was seen in the video.

The order was received — first by the registered owner’s father Joel (who admitted that his son was the involved driver) and a family helper and was asked to appear at the IID explain. However, the driver or a representative failed to comply with the SCO.

Upon verification, the LTO said that the vehicle owner had a record of three apprehensions for reckless driving (2010, 2015, and 2016).

“The LTO finds Respondent Sanvicente liable for reckless driving and for violating Section 55 (Duty of driver in case of accident) of Republic Act 4136 when he abandoned the scene and the victim. Together with his disregard for the authority of the Land Transportation Office, his acts are considered unacceptable behaviors of a driver,” the government agency said.

“Taken as a whole, his actions are tantamount to the acts of an improper person to operate a motor vehicle pursuant to Section 27 (a) of RA 4136 otherwise known as the ‘Land Transportation and Traffic Code’,” it added.
