  • What Administrative Order prevents government officials and employees from using signaling and flashing devices?

Administrative Order No. 18 prevents government officers and employees from using signaling and flashing devices.
  • What vehicles are allowed to use sirens and blinkers?

Only motor vehicles designated for official use by the Armed Forces of the Philippines, the National Bureau of Investigation, the Philippine National Police, fire trucks, hospital ambulances, and other emergency vehicles can use sirens and blinkers.
  • Based on Administrative Order No. 18, the aforementioned government employees are not allowed to use sirens, dome lights, blinkers, and similar devices.

Only motor vehicles designated for official use by the Armed Forces of the Philippines, the National Bureau of Investigation, the Philippine National Police, fire trucks, hospital ambulances, and other emergency vehicles, in clearly appropriate circumstances.

Administrative Order No. 18 cites “traffic disruptions” and “unsafe road and traffic environment” due to unauthorized and indiscriminate use of sirens and blinkers as one of the reasons for imposing the order.

That said, unauthorized and improper use of signaling and flashing devices by government officials and employees will result in penalties based on applicable laws, rules, and regulations.

Moreover, the said directive orders the Department of Transportation to review, evaluate, and update existing policies and guidelines relating to the improper use of such devices.

To note, former President Benigno Aquino III ordered a similar policy under his administration.
